  Description    
This timely two-and-a-half day course provides intensive training and discussion on the valuation of historic preservation easements. The emphasis will be on appraising the value of preservation easements donated as charitable gifts under the Internal Revenue Code. The methods and techniques explained in this course are also relevant to the appraisal of preservation easements granted in order to obtain either state or local income tax or property tax deductions/credits.

Great concern has been expressed within and without the appraisal profession for the development of an educational program dealing with the appraisal of preservation easements. This course responds to the provision in the IRS Transitional Guidance Rule of November 2006 requiring that appraisers of easements donated after February 2007 “must have a combination of education and experience relevant to the property being valued, and describe such education and experience in the appraisal.”

Upon completion of the course, participants will be able to:
  • Explain the similarities and the differences between a conservation easement and a historic preservation easement.

  • Interpret recent national legislative and IRS guidelines and initiatives related to the appraisal of donated conservation and historic preservation easements.

  • Eliminate many of the misconceptions in the appraisal community about how to undertake a historic preservation easement appraisal assignment.

  • Explain the typical provisions of a historic preservation easement and how to handle the variations in possible easement provisions in the appraisal process.

  • Apply the central role of highest and best use analysis in historic preservation easement appraisals both before and after considering the easement.

  • Recognize accepted and appropriate techniques for finding, researching, and analyzing sales of easement-encumbered properties.

Those participants that successfully pass the examination will be given a Certificate of Completion. This will allow the participants to provide evidence of education in this specialized topic to potential employers.

Prerequisites

Participants should be either certified general or certified residential appraisers.

Participants must sign a waiver at the beginning of the course stating that they have the prerequisites. If they do not, they will not hold the Appraisal Institute responsible and will not expect to receive special attention during the course.

Continuing Education Credit
This course is approved for twenty (20) hours of Appraisal Institute continuing education credit. This course might not be approved in all states by the offering date. Please check with your state board for state approval information.

Attendance Policy:

The Appraisal Institute issues certificates for state certification/licensing or state continuing education credit that verify successful completion and attendance of 100% with your grade notification letter. Please note, if Appraisal Institute attendance records indicate attendance of less than 100%, the student certificate will reflect this and state agencies may refuse to award credit.

Appraisal Institute Rate: $229 single/double, plus 6% room tax, 6.5% city tax and $1 per room, per night occupancy tax.

Transportation Information

Washington National Airport is 10 minutes from the Hotel. Taxis are available outside of baggage claim and cost approximately $10 each way.

Subway Directions ($2): Take the Blue Line from National Airport Metro Station to Franconia Metro. Exit at King Station. Using the main entrance, walk 1 block SE on Daingerfield Road. Turn right on Diagonal Road. End at 1900 Diagonal Road.



Dulles International Airport is about 35 minutes from the Hotel. A one way taxi fare will cost approximately $40.

Bus/Subway Directions ($3.10): Board bus 5A, from curb stop 2E, at Dulles Airport. Take bus 5A towards L’Enfant Plaza Metro. Exit bus at Rosslyn Metro Station. From here, take the Blue Line toward Franconia Metro. Exit at King Station. Using the main entrance, walk 1 block SE on Daingerfield Road. Turn right on Diagonal Road. End at 1900 Diagonal Road.
