  Description    
The valuation of conservation easements has come under increasing scrutiny in recent years. The Internal Revenue Service has an obvious concern over its impact on tax receipts and Congress has focused on perceived abuses in the tax treatment of gifts of conservation easements. In addition, many state agencies have raised similar concerns at a state level. Valuation of Conservation Easements is an intense, advanced level educational endeavor dealing with one of the most controversial and scrutinized topics in valuation. It is designed for general certified appraisers who understand the methodology in the approaches to value and are ready to embark on understanding the intricacies involved in an often misunderstood and difficult type of appraisal.

This advanced program will expose the participants to how broad the valuation of conservation easement really is, so the participants will learn that there are different approaches, solutions, and regulations in different areas of the country and for different clients. Participants will need to be exposed to a number of different properties so that they will have the competency knowledge of conservation easements. In particular, this course will focus on the valuation methodologies and techniques used in appraising conservation easements, as well as the regulatory framework within which conservation easements are traded.

Upon successful completion of the course, participants will be able to:
  • Understand the methodologies and techniques commonly used in valuing conservation easements.
  • Grasp state, federal, and IRS regulations and requirements relating to conservation easements.
  • Understand the range of assignments that are common in valuing conservation easements.
  • Develop an effective scope of work for a conservation easement valuation assignment, apply concepts of highest and best use analysis to that assignment.
  • Utilize a range of techniques to effectively carry out a conservation easement valuation.
  • Identify the unique issues that may apply to conservation easements and complete the assignment(s) in accordance with the various state and federal agency requirements.

    TRAFFIC
    In the morning there is congestion both north and southbound on Loop 360/Capital of Texas Hwy. Both southbound and northbound traffic will be heavy in the morning so be sure to allow enough time to arrive on time. Before turning right on Plaza on the Lake you will be in a long line of traffic and be tempted to use the shoulder to turn and save time. Please be warned sometimes there is a police car waiting to issue warnings and tickets. So do not use the shoulder.

    DIRECTIONS/ MAP TIPS
    Directions on Loop 360 going northbound to Farm Credit is tricky because of the lake and bridge so here is how to get to the building if you're driving northbound on Loop 360. Once you pass the light at Westlake Dr. you go 1/4 mile and stay in your right lane. You will see the Farm Credit building on the other side of the road and a grass median in between. The rust colored bridge is just ahead. You will see a sign that says 'boat ramp', take this road. It winds under the bridge and you come out on the southbound side of the road. Right after ;you come out from under the bridge you will see the sign that says "Plaza on the Lake" and take a right on this road. You will drive uphill and turn right into the first driveway.

    Southbound on Loop 360 is easier. You will cross the rust bridge and take an immediate right a few meters after exiting the bridge. Plaza on the Lake. The actual address for mapping is

    Tip for reading maps for Austin, since we love to have alternate names for our roads. Capital of Texas Hwy is the same road as Loop 360. Mopac is the same as Loop 1. Research Blvd is the same as 183 or US 183. Ben White Blvd is the same as 290 when it is the stretch between IH-35 and Loop 1/Mopac.

    PARKING
    Please be sure to park in the parking garage or above the parking garage which is at street level. Do not park in reserved or visitor spots as they are only available for short term parking. As an all day visitor it is best to park in the garage which is at the end of the driveway.

    FOOD AND BEVERAGE/BUILDING POLICIES
    Snacks and beverages will be provided throughout the day. Lunch is on your own. You will have a break for lunch and a list of restaurants in the immediate area is available in case you need to make plans or have any dietary concerns you want to address before hand. A break room with refrigerator and microwave is available for those who wish to bring their own lunch.
