The 2008 global financial crisis demonstrated beyond doubt that financial regulation can no longer be the sole preserve of individual nations. Valuation is no exception and the need for improved standards for valuation has been recognized by the G20. The International Valuation Standards are aimed to provide high level principles for the conduct of valuations of all types that are capable of application across different jurisdictions and to all major asset classes. In 2011, a completely new IVS Framework and eleven other standards were published following an extensive three year project.
This webinar will provide an overview of the International Valuation Standards Council, its objectives and on-going work program. The program will introduce the significant requirements of IVS with a focus on real estate, as well as illustrate its application in challenging markets.

Speakers:
Charles T. (Tom) Cowart, MAI, MRICS, is a native of central Florida and started in the banking industry in 1974. After four years in the U.S. Army he
obtained an undergraduate degree in Finance from the University of South Florida and an undergraduate degree in Psychology from the University of Central Florida. Real
estate valuation experience over the past 28 years includes appraisal and consulting for estate planning, eminent domain and financing purposes, and he also serves as
a Special Magistrate for Osceola County, Florida. Since 1991 he has worked for Charles R. Cowart and Associates, Inc. Kissimmee, Florida. In addition he teaches for
the Appraisal Institute and is active in the Osceola County Guardian Ad Litem program. Interests include off-shore fishing and travel.
Matthew S. Myers, MAI, MRICS, FIV, AAPI, is currently Sr. Lecturer in Property / Valuation at RMIT University in Melbourne, Australia, and was formerly Lecturer in
Valuation at University of the South Pacific, in Suva, Fiji (1999-2005). He has over 25 years of valuation & property experience including about 15 years in the USA
(28 states from Alaska to Florida) plus Australia, Fiji Islands, Samoa, Kiribati, and most recently the Marshall Islands. He has earned professional valuation
qualifications from the Appraisal Institute (MAI), Royal Institution of Chartered Surveyors (MRICS & Chartered Valuer), Australian Property Institute [AAPI (Associate)
and CPP (Certified Property Professional)], the Institute of Valuation and Estate Management of Fiji (Fellow), and is a Registered Valuer in Fiji. He has presented
numerous papers on International Valuation Standards, particularly their application in developing small island countries.
Chris Thorne is the IVSC Technical Director. The role of the Technical Director is to advise and support the IVSC’s Boards in implementing their
work plans. Prior to his appointment as Technical Director of the IVSC Chris had been a member of its Standards Board since 2003 and was chairman between 2008 and
2010. Between 1993 and 2010 he also served on many valuation committees of the RICS. He has had over 35 years professional experience of valuation, primarily in the
commercial real estate market, and immediately prior to joining the IVSC was Technical Valuation Director of BNP Paribas Real Estate.
Thomas D. Boyle, MAI, senior vice president, chief appraiser, US Bancorp: Tom Boyle is the chief appraiser for US Bancorp where he is responsible for the
bank’s national appraisal and environmental services. He also is an adjunct professor at Portland (Ore.) State University, where he teaches both undergraduate and
graduate courses.
Boyle has been active in the valuation industry for 26 years and serves on the Appraisal Institute’s International Valuation Standards Board and is an approved AI
instructor. He is a former member of the Appraisal Institute’s national board of directors (2001–03) and a past president of AI’s Greater Oregon Chapter, where he
received the Outstanding Service Award in 2004. He also is an Appraiser Qualifications Board-certified Uniform Standards of Professional Appraisal Practice
instructor.
He holds a Bachelor of Arts in finance from the University of Oregon.
