About the Federal Emergency Management Agency
The Federal Emergency Management Agency is an independent agency reporting to the
President and tasked with responding to, planning for, recovering from and mitigating
against disaster. President Jimmy Carter's 1979 executive order merged many of the
separate disaster-related responsibilities into a new Federal Emergency Management
Agency (FEMA). Among other agencies, FEMA absorbed: the Federal Insurance Administration,
the National Fire Prevention and Control Administration, the National Weather Service
Community Preparedness Program, the Federal Preparedness Agency of the General Services
Administration and the Federal Disaster Assistance Administration activities from
HUD. Civil defense responsibilities were also transferred to the new agency from
the Defense Department's Defense Civil Preparedness Agency.

About the Federal Reserve
The Federal Reserve, the central bank of the United States, was founded by Congress
in 1913 to provide the nation with a safer, more flexible, and more stable monetary
and financial system. Today the Federal Reserve's duties fall into four general
areas: (1) conducting the nation's monetary policy; (2) supervising and regulating
banking institutions and protecting the credit rights of consumers; (3) maintaining
the stability of the financial system; and (4) providing certain financial services
to the U.S. government, the public, financial institutions, and foreign official

protection laws. The Commission seeks to ensure that the nation's markets function

About the Small Business Administration
In the Small Business Act of 1953, Congress created the Small Business Administration,
whose function was to "aid, counsel, assist and protect, insofar as is possible,
the interests of small business concerns." The charter also stipulated that the
SBA would ensure small businesses a "fair proportion" of government contracts and
sales of surplus property.
