    30 Years of Capping Taxable Values in Michigan: The Good, The Bad, and The Ugly 


    Michigan's taxable value cap is not without consequence. This talk begins with an overview of the cap's history, outlining its purpose and legislative passage. It then transitions into an in-depth analysis of the distortions and unintended consequences created by the cap, focusing on three affected groups: residents, businesses, and local jurisdictions.  These distortions manifest in various ways, including (but not limited to) inequities, price distortions, unexpected financial shocks, altered competition, reduced development, dissatisfaction, and difficulties in recovering from recessions. The talk concludes by exploring potential solutions, ranging from enhancing public awareness to pursuing constitutional reforms aimed at addressing this growing challenge.
