Modern Era of Appraisal and Texas Legislative Update
"Modern Era of Appraisal" - This
session combines an examination of the appraisal modernization efforts of the
GSEs with a broader legislative and regulatory update on issues affecting the
appraiser profession. “Appraisal modernization” refers to efforts to improve
the appraisal process through better use of technology. But for many
practitioners “modernization” is code for less reliance on appraisers with more
reliance on data collectors and artificial intelligence. This session will
exam the background and history of modernization, the use of property data
collectors and their regulation, the new appraisal reports, as well as the
quality of the data in GSE Automated Valuation Models and whether appraisers
would benefit from access to this data. Suggestions will be made for which
elements of modernization should be embraced by the profession, along with
those that should be resisted. The second portion of the session will be
dedicated to providing updates on federal and state legislative and regulatory
matters affecting the profession, including the Portal for Appraiser Licensing
(PAL) Act, the Appraisal Industry Improvement Act, appraisal and management
company fee disclosure, and the new reconsideration of value requirements. An
update on the latest development in the discussion regarding real estate value
inequities will also be provided.
"Texas Legislative Update" - Eric Woomer will be
covering the 89th Texas Legislature and what it means for the
appraisal industry. He will go over legislative process and outlook, key
legislation that impacts appraisers, and how to effectively advocate for your
industry.
