    Course Description

This 3-hour panel discussion brings together chief appraisers and banking industry professionals to provide an inside look at how appraisal departments operate within financial institutions. Panelists will address the regulatory examination and audit environment—covering oversight from the Federal Reserve, FDIC, OCC, internal audit, and third-party vendor management—alongside the day-to-day structure of a bank appraisal department, from chief appraiser and reviewer roles to support staff and business partner relationships. The session also explores how appraisal services intersect various banking service lines, including lending units, asset management, branch management, CMBS, agency, franchise, and floorplan financing. Participants will gain insight into internal procedures such as interagency guidelines, approved appraiser lists, ordering platforms, and the review process, as well as a current market outlook addressing volume trends and areas of concentration and caution. The session closes with a practical “Do’s and Don’ts” segment offering direct guidance on communication, timeliness, and professionalism when working with lending institutions, followed by an open Q&A with the panel.

    Course Objectives
    1. Identify the regulatory bodies and audit functions — including the Federal Reserve, FDIC, OCC, internal audit, and third-party vendor management programs — that oversee appraisal practices within financial institutions, and explain their respective roles in examinations.
    2. Describe the structure and function of a bank appraisal department, including the responsibilities of the chief appraiser, reviewers, staff appraisers, support staff, and key business partners.
    3. Recognize how appraisal services support different banking service lines, such as lending units, asset management, branch management, CMBS, agency, franchise, and floorplan financing, and how assignment expectations may vary across these areas.
    4. Summarize key procedural requirements governing appraisal engagements at financial institutions, including the Interagency Guidelines for Appraisal and Evaluations, approved appraiser list criteria, ordering platform use, job selection criteria, and the internal review process.
    5. Interpret current market conditions relevant to appraisal assignments, including volume trends and areas of geographic or property-type concentration and caution.
    6. Apply best practices for communication and professionalism when working with lending institutions, including appropriate timing and content of communications with property contacts, reviewers, and borrowers, and the importance of timely report delivery.
    7. Distinguish appropriate versus inappropriate communication practices with borrowers, including restrictions on discussing value conclusions or delivery timelines, to maintain appraiser independence and regulatory compliance.
