Course Description
Planning and Community Development experts Jay Minkarah, Executive Director, Nashua Regional Planning Commission and Tim Thompson, AICP, Assistant Director of Community Development for the City of Concord will address what Town and City Planners and Community Development officials do, resources necessary to do their job, and will highlight some of the differences in small towns vs. small cities. They will also expound on some of the current challenges those towns and cities are facing including lack of housing, projects with ramifications to community life, balancing existing property owners versus development, and out-of-state buyers with different expectations.
Jay and Tim will discuss the emerging trends in planning, notably the use of technology, a focus on sustainable and resilient communities, and developer incentives. There will be a focus on the changes to planning and zoning laws appraisers need to be aware of for 2025 and beyond, as well as a discussion on the implementation challenges municipalities have encountered complying with planning statute changes in recent years.
Lastly, they will talk to us about cross-industry collaboration, in both urban and rural development, the move toward smart cities and technology, the role of private sector partnerships and the innovative approaches to zoning and land use to balance regulation and growth.
Throughout the presentation the impact on value (e.g., diminution of value, market surveys, land values, etc) will be discussed, and suggestions are offered on how appraisers can react and adapt to the changes.
