Tax Court Updates, Changes: Presiding Judge Mala Sundar will provide insights into key tax court issues and recent cases from across the state. With her extensive experience, Judge Sundar will offer valuable perspectives on court proceedings and legal considerations. Participants will also have the opportunity for a Q&A session.
New Jersey Economic Outlook: Shannon Renniger will discuss key indicators and other aspects of the New Jersey economy. Topics will include affordable housing, construction, market trends, and valuation. Moody’s Analytics, a unit of Moody’s Corporation, helps capital markets and risk practitioners worldwide respond to an evolving marketplace with confidence. They offer unique tools and best practices for measuring and managing risk through credit analysis, economic research, and financial risk strategy.
Trends in the Revaluation and Reassessment World: So much is going on right here in New Jersey! We will discuss the differences between Revaluations and Reassessments, including the assessing metrics that should be considered. We will hear how the State is trending toward Reassessing annually, and how to streamline the process for a revaluation.

Mala Sundar, P.J.T.C. Appointed to the Tax Court by Governor Chris Christie in 2009 and reappointed in 2016, Judge Sundar has been serving as the presiding judge of the Tax Court since 2021. Prior to her judicial appointment, she was a deputy attorney general for the NJ Division of Law, specializing in taxation issues. She holds a law degree from Rutgers Law School in Camden.
Shannon Renninger Shannon has been an economist in the research division at Moody’s Analytics for 10 years. She is a residential and commercial real estate subject-matter expert, conducting research and generating analyses of U.S. markets. She manages the Moody’s Analytics Commercial Real Estate Price Indexes and forecasts. Additionally, she is a key member of the real estate team and produces house price forecasts for a variety of scenarios. She analyzes regional economies throughout the country. Shannon has a master’s degree in applied economics from Johns Hopkins University and a bachelor’s degree in economics and public policy from Gettysburg College.
Victor A. Miranda has been with the Property Administration Branch in the New Jersey Division of Taxation for the past 20 years. He began his career at the Division in August of 2006, with 8 years in the Realty Transfer Fee Unit, followed by 7 years in the Property Tax Deductions/Audit Unit, to now where he is currently the Supervisor Field Representative of the Revaluations/Reassessment, Assessor Compliance Unit within the Policy and Planning Section. This Unit oversees all revaluations and reassessments that occur in the State. The Unit tracks the resolutions of all assessor appointments and assessor continuing education; ensuring that all statutory and regulatory guidelines are met. The Unit also creates the farmland data report which is used by the FEC and agricultural economists to help develop farmland productivity values for farmland assessment. Victor has his B.S. in Finance, minor Mathematics. He received his MBA from Rider University with a concentration in Finance, and has been a CTA holder since 2015.
